Because the issue of urban planning has been limited to the challenge of construction only. The right to the city should not be limited to major cities alone.
How ?
- Initiating an audit of recent and ongoing construction projects.
- Updating the specifications for future projects to include environmental and ecological objectives.
- Regulating construction and building companies by imposing international standards.
- Prohibiting direct negotiations for all contracts, including construction projects.
- Ensuring access for people with reduced mobility to all public and private facilities accessible to the public.
- Implementing a comprehensive territorial planning policy that ensures the reduction of spatial inequalities in ecological, economic, and social forms, and supports balanced development across all regions of the country.

b) Women’s place
What ?
It is the ability of social, cultural, and legal structures to safeguard a valuable source in the construction of present and future Algeria.
Why ?
Because social authority often supersedes institutional authority when it comes to matters concerning women, through the actors who should ensure it.
How ?
- Enforcing all codes that make up the legal doctrine in alignment with the Algerian constitution.
- Valorizing domestic work through allowances and a contribution system that grants retirement benefits to stay-at-home mothers.
- Making the principle of gender equality between men and women a complete and effective reality, with financial sanctions and even suspension measures for parties that are resistant or fail to comply.
- Criminalizing all forms of harassment against women.
- Creating a specialized law enforcement department for handling cases of domestic violence throughout the entire territory.
- Implementing a policy for raising awareness and protecting women’s rights.
- Providing subsidies and assistance to family planning centers throughout the country.
- Supporting productive female entrepreneurship.
c) Diplomacy and soft power
What ?
It is Algeria’s ability to influence global decisions as a regional and international actor by leveraging all its resources.
Why ?
Because asserting its power today is a cross-cutting ambition that mobilizes the expertise of state diplomats as well as extra-institutional levers.
How ?
- Mobilizing the university, scientific, and entrepreneurial diaspora around the world through its diplomatic representations to facilitate the connection of the nation’s vital forces.
