a) Economy and business development
What ?
Defining a clear industrial policy strategy that promotes the emergence of competitiveness clusters in which Algeria has significant advantages: steel, electronics, mechanics, metallurgy, electrical industries, in addition to chemistry and other sectors to be identified.
Why ?
The choices to be made, the commitments, and the resulting achievements will directly and indirectly lead to the strengthening of the national industrial fabric and the emergence of a large number of strong SMEs that provide employment opportunities.
How ?
- Display quantifiable objectives of the policy being pursued.
- Provide visibility and legal stability to economic operators.
- Opening up spaces for foreign investment under conditions that safeguard the country’s financial resources and security.
- Sustainably rectify the situation of Algerian businesses and alleviate the constraints that have long affected their viability and growth.
- Implement a comprehensive financial and structural overhaul, addressing their eligibility for bank financing and fostering their growth.
b) The banking system
What ?
The reform of the banking system is a strategic and crucial step, as it remains disconnected from the reality and genuine concerns and needs of businesses. Only a minority of operators currently manage to engage with banks and access credit and their support.
Why ?
The banking system is the primary tool of the country’s monetary and financial policy. It safeguards macroeconomic balances.
How ?
- Implementing the election of the Governor of the Bank of Algeria by a board composed of members elected by the parliament, designated by the banking profession, and the Executive.
- Assigning the Bank of Algeria the mission to combat excess liquidity, inflation, and economic imbalances.
- In collaboration with the Bank of Algeria, preparing for the introduction of a new currency to regain control over its monetary supply.
- Regulate the use of money creation ex nihilo. Annual creation ceilings will be set, closely following the balance sheet of all banks’ activities.
- Require the Bank of Algeria to establish a monthly publication schedule of information for businesses (short and medium-term interest rates, credit information, default rates, etc.).
- Implement mechanisms for public policies that encourage banking services for a wider population.
c) The tax system
What ?
The fiscal system is the means by which the State chooses to collect and redistribute funds to regulate the distribution of wealth generated. It applies to citizens and businesses and is the main source of the State’s budget.
Why ?
Because citizens and businesses are the main source of government revenue, they deserve visibility, coherence, and transparency in the fiscal policy.
How ?

Rationalizing the use of existing tax breaks and exemptions to ensure equity in taxation.

Distinguishing between petroleum taxation, taxation for value-creating and exporting enterprises, and taxation for importing enterprises.

Revising the VAT management system to facilitate collection and simplify deductibility.

Implementing systematic and periodic publication of revenue and their distributions.

d) Tourism
What ?
Tourism encompasses cultural activities, craftsmanship, accommodation, transportation, dining, and travel organization.
Why ?
Algeria boasts a diverse and rich potential; from the North to the South and from East to West, sites and landscapes succeed each other without resemblance; the climate adds to this diversity and natural beauty, with nuances and weather corresponding to the four seasons of the year.
How ?

Creating a specialized bank for tourism and crafts with the mission of studying and financing tourism projects.

Providing fiscal incentives for local and international tourism by exempting them from taxes.

Regulating and oversee activities in the tourism sector to ensure compliance with accommodation standards.

Exempting rental and accommodation establishments from family-related conditions.

Implementing an active policy of classification, protection, and promotion of natural and cultural heritage.
e) The digital economy
What ?
It is the creation of wealth from intangible assets. It consists of monetizable services and know-how.
Why ?
Because the digital economy represents a global revolution, Algeria must position itself. Our future and sovereignty depend on it.
How ?

Implementing favorable conditions for billing digital services internationally.

Including an essential component related to the digital economy in the budget laws.

Establishing a sovereign investment fund for the digital economy.

Prioritizing the use of open-source tools and provide access to public utility data (open-data).

Creating a specific status for academics wishing to create their own companies based on their research work.

Establishing tax-friendly free zones for the establishment of startups and multinational companies in the digital economy, aiming to foster a « new generation of entrepreneurs. »
f) The transportation sector
What ?
It’s the combination of freedom and the provision of means to move within cities or between cities.
Why ?
The needs for public transportation, both for people and goods, require the implementation of comprehensive and radical solutions in the short, medium, and long term.
How ?
- Facilitating the movement of populations and opening up new opportunities for employment and housing, even in distant areas, will indirectly contribute to the establishment of a new policy and culture of territorial development.
- Expanding and strengthening various modes and networks of public transportation with the goal of better integration and improved efficiency.
- Decongesting the cities, making them more fluid and less stressful, ultimately having a significant impact on the issue of absenteeism in the workplace.
- Creating a dense and modern railway network that spans across all regions of the country, capable of substituting road transport through competitive costs and enhanced safety measures.
- Integrating the Algerian railway network with that of other Maghreb countries to enable efficient and rapid transportation of goods and people among all the countries within the region.
